Amazon plans to set up local logistics backend in India

Seattle (Washington)-headquartered Online retailer Amazon has prepared the process for creating a local logistics backend in India, marking its precursor to launch full-fledged operations to trade products in the country.

Amazon Asia-Pacific Resources, a Singapore-based arm of Amazon, is planning to setup a wholly owned subsidiary in Delhi-NCR to enable courier services for delivery of goods within the India.

The company is planning an initial investment of about $3m for hiring around 300 people for the independent Indian venture following the proposal filed with the Indian authorities for approval.

techcircle.in has reported that the plan to set up a courier firm follows the company's plan to launch its marketplace under the domain name amazon.in via a separate, wholly owned arm for its e-commerce activities.

The company also operates various country specific e-commerce sites in Canada, China, France, Germany, Italy, Japan, Spain and the UK.

The company already operates a development centre for refining and redefining how Amazon creates and manages product information for all its retail sites in India.

Boehner Makes Payroll Deal ? Will GOP Rebel?

Congressional leaders announced Thursday that they've struck a deal to ensure the payroll tax rate does not rise at the beginning of next year, potentially ending a stalemate that had put House Speaker John Boehner in a politically uncomfortable position.?

Following a day of political grandstanding by members of both parties, as well as private talks in pursuit of an agreement, Boehner said at a news conference late Thursday that the House plans to vote on a new version of the Senate-passed bill -- which would extend the payroll tax cut for another two months -- despite earlier opposing a short-term extension.

In exchange, the Senate will appoint negotiators who will meet with House lawmakers to next hammer out an extension of the tax cut for the rest of 2012.?

The deal still has to clear both chambers, and rank-and-file Republicans already are expressing concern about the terms Boehner outlined. But the agreement was modeled after a solution Senate GOP Leader Mitch McConnell proposed earlier Thursday.?

McConnell's statement, as well as a very public campaign by the White House to lambaste House Republicans for holding up a deal, had put pressure on Boehner to find a way out of the impasse, and fast. Without a deal, the payroll tax rate is set to rise from 4.2 percent to 6.2 percent on Jan. 1, which would mean about $40 less a paycheck for a family making $50,000.?

"On Jan. 1, no American worker will see an increase in their taxes," Boehner assured Thursday. "I think this agreement will help our economy."?

The deal is a turnaround for Boehner, who until Thursday was abiding by rank-and-file wishes to reject the Senate's two-month package and instead demand the Senate work out a yearlong package before Jan. 1.?

Boehner conceded Thursday that this position "may not have been politically the smartest thing in the world."?

The speaker still has to keep control of a restive caucus in order to deliver on Thursday's agreement. Boehner said the goal is for both chambers to approve the final package by Christmas. And he wants lawmakers to approve it by "unanimous consent" -- meaning leadership would have to pre-clear the deal with all members to ensure there are no objections, so most lawmakers wouldn't have to return to Washington for a regular roll-call vote.?

However, early reaction from rank-and-file Republicans reflected dissension in the ranks once again. One Republican member told Fox News, "I'm thinking of objecting myself. We were hung out by leadership."

Another member who was on a brief Republican conference call Thursday predicted the deal Boehner struck could cause problems for the speaker. "He may have a hard time keeping his speakership after this," the lawmaker said.?

Still another lawmaker said Republican members "never would have gone along" with the deal.

Boehner said Thursday that if he has to, he "absolutely" will call members back to Washington for a vote. But he made clear that he supports his caucus' intentions, even if the politics of the debate caused problems. He praised House GOP lawmakers for waging a "good fight," complaining that short-term "gimmicks" like the Senate-passed bill feed "uncertainty" in the economy.?

"Doing the right thing for the right reasons is always the right thing to do," Boehner said.?

Democrats will surely count this as a victory, presuming the agreement plays out according to plan.?

Senate Democratic Leader Harry Reid said in a written statement that he was "grateful that the voices of reason have prevailed" and that Boehner agreed to take up the Senate bill.?

President Obama also put out a statement welcoming the agreement. "This is good news, just in time for the holidays," he said. "This is real money that will make a real difference in people's lives."

Until now, House Republicans have refused to approved the stop-gap measure passed by the Senate that would have extended the payroll tax cut for another two months. Republicans argue a short-term extension is bad policy, but Democrats, including Obama, have said it is the only way to ensure taxes don't increase on Jan. 1, while the two sides negotiate a longer deal.

Sources tell Fox News that the plan is for the House to originate a new payroll tax bill as early as Friday.?

The tradeoff from Democrats in the Senate is that Reid would appoint conferees so they could have a genuine conference committee between the House and Senate to negotiate differences for a yearlong package. The Republicans' provision calling for a decision from Obama on the controversial Keystone pipeline project would remain in the bill.

In addition, the pact would have what was described to Fox News as some "wonky provisions" to help accountants and others who run payrolls get more certainty on the tax code.

The Senate would have to approve the House bill as well. Then, the conference committee would meet in early January to work on deal to extend the payroll tax cut for a full year.

If all goes according to plan, neither House nor Senate would not have to bring everyone back, since this could be addressed on the floors of the House and Senate with skeleton staff.?

Arab League team in Syria; death toll rises

CAIRO?? An advance team arranging for Arab League monitors arrived safely in Syria on Thursday as a human rights group reported that 6,200 people, including hundreds of children, have died in President Bashar al-Assad's crackdown on an anti-government revolt.

Syria, which says it is fighting foreign-backed "terrorists," announced Thursday that more than 2,000 of its security forces had been killed in the unrest.

The Arab League monitors will assess whether Damascus is acting to end the crackdown, a League official said.

"We arrived in Damascus safely," Waguih Hanafy, a senior aide to Arab League chief Nabil Elaraby, said by telephone from the Syrian capital.

In Cairo, Sudanese General Mohammed Ahmed Mustafa al-Dabi arrived for talks at League headquarters to be briefed on his role in leading the 150-strong observer team, which could be sent to Syria before the end of December, provided preparations go smoothly.

Syria agreed in November to an Arab plan demanding an end to fighting, the withdrawal of troops from residential areas, the release of prisoners and the start of a dialogue with the opposition. It balked for six weeks over letting in monitors.

In that time, the League imposed economic sanctions and threatened to escalate the matter to the U.N. Security Council. Syria signed a protocol on monitors Monday.

Plan for monitors
Dabi, who coordinated between Sudan's government and international peacekeepers there, told reporters at Cairo's airport that he would meet League Secretary-General Nabil Elaraby to follow up on arrangements for the observer mission.

He said observers would work "with complete transparency to observe the situation in Syria," adding they would hold continuous meetings in the field with all factions, including the Syrian army, opposition, security forces and humanitarian groups.

Elaraby told Reuters on Tuesday that the 150-strong observer deployment would demand free access to hospitals, prisons and other sites across the country.

Elaraby said monitors would need no more than a week from arrival to see whether Syria was abiding by the peace plan. He said 10 four-wheel drive vehicles were being sent from Iraq to Syria to help out the observers.

Death toll climbs
The British-based Avaaz rights group said it had collected evidence of more than 6,237 deaths of civilians and security forces, 617 of them under torture. At least 400 of the dead were children, the group said.

The figures were about 1,000 higher that the latest U.N. estimates, which have also been climbing sharply in recent months.

"No one can now turn a blind eye to the horror-show in Syria. ... One in every 300 Syrians has either been killed or imprisoned," Avaaz executive director Ricken Patel said in a statement.

"The world faces a choice: It stands by while brutal civil war rips through the country or it steps up the pressure to force Assad out," he said.

The death toll is rising sharply as the mainly peaceful protest movement against the Assad family's 41-year rule becomes overshadowed by clashes with armed rebel groups, who call themselves the Free Syrian Army.

Avaaz estimated that 917 in its count died in those clashes, with the casualties roughly divided between the armed rebels and Syrian security personnel.

This has been one of the bloodiest weeks of the nine-month uprising. On Tuesday, the army's efforts to quash a revolt near the Turkish border killed more than 111 civilians and activists, another activist group said.

Florida town seeks nudist vacationers from Europe (Reuters)

ORLANDO, Fla (Reuters) ? A west Florida community is spending $3,800 in tax dollars to entice naked Germans to spend their summer vacations there.

The advertising grant was awarded Tuesday by the Pasco County commission to Pandabare, a local nudist organization representing 16 resorts, campgrounds and clubs located in the largely rural county north of Tampa.

The ads, to be placed in European publications, will promote the county's longstanding reputation as the nudist capital of America.

"The idea is to create a Euro-bird season in July and August which are our worst two months of the year," said Eric Keaton, public communications manager for the Pasco County tourist development agency. Keaton said nudism contributes to the county's economy, but he had no figures to quantify its impact.

The first target market for the ad campaign will be Germany which, according to Pandabare's application, is "a large and lucrative market whose millions of nudists are among the world's most prolific travelers." The group also anticipates a campaign aimed at British nudists.

Keaton said the advertisements, set to launch in 2012, remain in the conceptual stage.

"They are very clean, and somewhat funny," he said.

Theater named for 'Addams Family' star John Astin (omg!)

BALTIMORE (AP) ? A renovated theater at Johns Hopkins University has been renamed for "The Addams Family" actor John Astin.

Astin starred as Gomez Addams in the television show from 1964 to 1966. He has taught at the university since 2001 and is credited with revitalizing the school's theater program.

The Baltimore Sun reports that the 104-seat John Astin Theater recently underwent a $210,000 makeover.

Astin graduated from Johns Hopkins in 1952.

Planet found orbiting habitable zone of sun-like star

MOFFET FIELD, California (Reuters) - The most Earth-like planet ever discovered is circling a star 600 light years away, a key finding in an ongoing quest to learn if life exists beyond Earth, scientists said on Monday.

The planet, called Kepler-22b, joins a list of more than 500 planets found to orbit stars beyond our solar system. It is the smallest and the best positioned to have liquid water on its surface -- among the ingredients necessary for life on Earth.

"We are homing in on the true Earth-sized, habitable planets," said San Jose State University astronomer Natalie Batalha, deputy science team lead for NASA's Kepler Space Telescope that discovered the star.

The telescope, which was launched three years ago, is staring at about 150,000 stars in the constellations Cygnus and Lyra, looking for faint and periodic dimming as any circling planets pass by, relative to Kepler's line of sight.

Results will be extrapolated to determine the percentage of stars in the Milky Way galaxy that harbor potentially habitable, Earth-size planets.

This is the first detection of a potentially habitable world orbiting a Sun-like star, scientists reported in findings to be published in The Astrophysical Journal.

Kepler-22b is 600 light years away. A light year is the distance light travels in a year, about 6 trillion miles (10 trillion km).

GROUND TELESCOPES

Planets about the same distance from their parent stars as Earth take roughly a year to complete an orbit. Scientists want to see at least three transits to be able to rule out other explanations for fluctuations in a star's light, such as small companion stars. Results also are verified by ground and other space telescopes.

Kepler-22b, which is about 2.4 times the radius of Earth, sits squarely in its star's so-called "habitable zone," the region where liquid water could exist on the surface. Follow-up studies are under way to determine if the planet is solid, like Earth, or more gaseous like Neptune.

"We don't know anything about the planets between Earth-size and Neptune-size because in our solar system we have no examples of such planets. We don't know what fraction are going to be rocky, what fraction are going to be water worlds, what fraction are ice worlds. We have no idea until we measure one and see," Batalha said at a news conference at NASA Ames Research Center in Moffet Field, California.

If Kepler-22b has a surface and a cushion of atmosphere similar to Earth's, it would be about 72 degrees Fahrenheit (22 C), about the same as a spring day in Earth's temperate zone.

Among the 2,326 candidate planets found by the Kepler team, 10 are roughly Earth-size and reside in their host stars' habitable zones.

Another team of privately funded astronomers is scanning the target stars for non-naturally occurring radio signals, part of a project known as SETI, or the Search for Extraterrestrial Intelligence.

"As soon as we find a different, a separate, an independent example of life somewhere else, we're going to know that it's ubiquitous throughout the universe," said astronomer Jill Tarter, director of the SETI Institute in Mountain View.

The Kepler team is meeting for its first science conference this week.

Peru anti-mine roadblocks lifted, government calls talks (Reuters)

LIMA (Reuters) ? Peruvian protesters opposed to a $4.8 billion gold mine project abandoned roadblocks on Saturday as government officials called weekend talks with regional leaders to try to resolve the conflict.

Earlier this week, U.S.-based Newmont Mining Corp agreed to a government request to stop work temporarily on the Conga mine after the protests turned violent.

The demonstrations in the northern region of Cajamarca, which included roadblocks designed to pressure the government to cancel the largest mining investment in Peru's history, started 10 days ago.

Local political leaders want President Ollanta Humala to stop the gold mine from being built, saying it would replace a string of alpine lakes with artificial reservoirs and cause pollution.

Protesters also have criticized Humala for moving too far to the right and for supporting the project, which would generate thousands of jobs and enormous tax revenues.

"The main access routes have been cleared after police went in and opened up the roads," regional government spokesman Segundo Mata said.

"There's access for vehicles, the situation has got back to normal and vehicles carrying fuel, food and tourists are passing," he said. The blockades around the city of Cajamarca had started to cause shortages of basic goods.

Protest leader Wilfredo Saavedra said mine opponents had agreed to dismantle the blockades. "Today, activity is normal in Cajamarca."

The unrest has challenged Humala, who campaigned on promises to steer more social spending to rural towns to help defuse social conflicts over natural resources while assuring companies they could move ahead with billions of dollars in mining and oil projects in Peru.

The administration of Humala, who has been trying for weeks to mediate in the conflict over water at the proposed mine, called regional officials and community leaders in for more talks on Sunday.

"We call on the people of Cajamarca not to let themselves be dragged into violent actions led by groups that don't want the population to prosper in peace and democracy," a government statement said.

Saavedra said protesters had not been invited to Sunday's proposed meeting with regional leaders.

The Conga project, which Newmont owns with Peruvian precious metals miner Buenaventura, would produce 580,000 to 680,000 ounces of gold a year and open in 2014.

It has gold deposits worth about $15 billion at current prices and sits 13,800 feet high in the Andes, about 600 miles north of Lima.

AT&T, Sprint, T-Mobile use key-logging software

The nation's privacy and technology community is buzzing about software embedded in millions of smartphones. There are new concerns that it's tracking nearly everything a user does. NBC's Pete Williams reports.

Three of the nation's four largest wireless carriers ? AT&T, Sprint and T-Mobile ? say they use Carrier IQ's controversial key-logging software, say they do not use it to monitor subscribers' activities. The Carrier IQ program is an analytical tool, strictly to "improve wireless network and service performance," not to track users' personal data, said AT&T.

Sprint said in a statement that Carrier IQ software helps:

... analyze our network performance and identify where we should be improving service. We also use the data to understand device performance so we can figure out when issues are occurring. We collect enough information to understand the customer experience with devices on our network and how to address any connection problems, but we do not and cannot look at the contents of messages, photos, videos, etc., using this tool. The information collected is not sold and we don't provide a direct feed of this data to anyone outside of Sprint.

T-Mobile, contacted by msnbc.com, said late Thursday it uses Carrier IQ strictly as a "diagnostic tool to troubleshoot device and network performance with the goal of enhancing network reliability and our customers'? experience." The carrier "does not use this diagnostic tool to obtain the content of text, email or voice messages, or the specific destinations of a customers' Internet activity, nor is the tool used for marketing purposes."

Verizon Wireless told msnbc.com, it doesn't put Carrier IQ? "on our phones, nor do we use any Carrier IQ data." Asked whether it uses similar programs from other companies, a Verizon Wireless spokesperson said it does not.

Meanwhile, Sen. Al Franken, D-Minn., chairman of the Senate's subcommittee on Privacy, Technology, and Law, is asking Carrier IQ to clarify exactly what its software can and can't do.

One wireless industry representative, who asked to remain anonymous, said Carrier IQ software is "not an Orwellian plot to gather people's information. It's to help us see if someone is dropping calls, where there are dead spots; it's not to gather people's personal information or to see what you're doing or where you're going."

Still, if the software can do those things, as one researcher contends, there are concerns about whether Carrier IQ is violating federal wiretap laws.

?If Carrier IQ has gotten the handset manufactures to install secret software that records keystrokes intended for text messaging and the Internet and are sending some of that information back somewhere, this is very likely a federal wiretap," Paul Ohm, a former Justice Department prosecutor and law professor at the University of Colorado Law School, told Forbes. ?And that gives the people wiretapped the right to sue and provides for significant monetary damages.?

Carrier IQ

Carrier IQ is on more than 141 million cellphones, according to the company.

Meanwhile, Research In Motion, maker of the BlackBerry, said Thursday it doesn't install Carrier IQ on its phones, and doesn't authorize wireless carriers to use the program.

That counters the finding of the security researcher, Trevor Eckhart of Connecticut, who said that Carrier IQ software is installed on many Android, BlackBerry and Nokia phones. His YouTube video of the software in action has stunned many as it shows Carrier IQ logging information, including text messages, as the information is tapped onto the phone keyboard. But RIM and Nokia said Carrier IQ is not used on their devices.

"RIM does not pre-install the Carrier IQ app on BlackBerry smartphones or authorize its carrier partners to install the Carrier IQ app before sales or distribution," RIM told Reuters. "RIM also did not develop or commission the development of the Carrier IQ application, and has no involvement in the testing, promotion or distribution of the app."

"CarrierIQ does not ship products for any Nokia devices," a company spokesman told Reuters.

Eckhart says Carrier IQ's software, designed to monitor the performance of a cell phone on a network, is a "rootkit," spying on unsuspecting users. Carrier IQ says it is not.

"While we look at many aspects of a device?s performance, we are counting and summarizing performance, not recording keystrokes or providing tracking tools," the company said in a recent statement. We've contacted Carrier IQ for more information.

A spokeswoman for the company said it has been inundated with "thousands of incoming requests," and asked us to look at a previous "media statement," which says, in part, what Carrier IQ's software does and does not do:

-? Does not record your keystrokes.
-? Does not provide tracking tools.
-? Does not inspect or report on the content of your communications, such as the content of emails and SMSs.
-? Does not provide real-time data reporting to any customer.
-? Finally, we do not sell Carrier IQ data to third parties.

The iPhone, too, may have the software on it, albeit in a more benign way (we've asked Apple for comment; none yet, and will update if we hear back). According to The Verge, Grant Paul, aka "Chpwn,"?a "well-known" iPhone hacker, said that Carrier IQ's software on the iPhone:

... may only be active when the iPhone is in diagnostic mode. In a blog post, chpwn confirms that, based on his initial testing, Apple has added some form of Carrier IQ software to all versions of iOS, including iOS 5. However, the good news is that it does not appear to actually send any information so long as a setting called DiagnosticsAllowed is set to off, which is the default. Finally, the local logs on iOS seem to store much less information than what has been seen on Android, limited to some call activity and location (if enabled), but not any text from the web browser, SMS, or anywhere else.

We'll continue to follow the issue. For those "tinfoil hat people," as Gizmodo called them, they're not alone. WikiLeaks founder Julian Assange, speaking at a panel discussion, said Thursday:

"Who here has an iPhone? Who here has a BlackBerry? Who here uses Gmail? Well, you're all screwed. The reality is, intelligence contractors are selling right now to countries across the world mass surveillance systems for all those products." Perhaps this is merely a first glimpse of what's to come.

Update: No word from Apple, although Cult of Mac had this statement from Cupertino: "We stopped supporting CarrierIQ with iOS 5 in most of our products and will remove it completely in a future software update. With any diagnostic data sent to Apple, customers must actively opt-in to share this information, and if they do, the data is sent in an anonymous and encrypted form and does not include any personal information. We never recorded keystrokes, messages or any other personal information for diagnostic data and have no plans to ever do so."

Railroad strike averted with agreements, extension (AP)

WASHINGTON ? The nation's freight railroad industry averted a potentially costly strike on Thursday after resolving differences with two of its unions and agreeing to extend talks with a third.

The National Railway Labor Conference, which represents the railroads in bargaining talks, said its negotiators would try to reach an agreement with the final union before Feb. 8.

Without the agreements, the railway unions could have begun striking as early as Tuesday, when a federal "cooling off" period was set to expire. Retailers warned that a rail strike would cost businesses and consumers $2 billion a day and prove especially damaging during the industry's most important shopping season of the year.

The agreements late Thursday with the Brotherhood of Locomotive Engineers and Trainmen and the American Train Dispatchers Association came just hours after Republican House leaders said they would move to vote Friday on emergency legislation to prevent a work stoppage.

The group of more than 30 railroads ? including Union Pacific Corp., CSX Corp. and Burlington Northern Santa Fe ? has been trying for more than a year to reach collective bargaining agreements with 13 unions representing about 132,000 workers.

President Barack Obama appointed a five-member emergency board in October to mediate the dispute. The White House action averted a strike for at least 60 days, ending Tuesday at 12:01 a.m.

With the help of federal mediators, the railroads have now settled with 12 of the 13 unions in the current bargaining round. The only unsettled union is the Brotherhood of Maintenance of Way Employees, which has about 25,000 workers.

"Everyone wins when we reach voluntary agreements," said Kenneth Gradia, chairman of the National Carriers' Conference Committee, which bargains on behalf of the railroads. "In a tough economy, these agreements offer a terrific deal for rail employees. They lock in well-above market wage increases of more than 20 percent over six years, far exceeding recent union settlements in other industries."

The last time a freight railroad strike occurred, in 1991, Congress quickly passed legislation that ended it within a day. A 1982 strike lasted four days.

CHICAGO (AP) ? A preliminary exam shows that an endangered baby gorilla born nine days ago at Chicago's Lincoln Park Zoo died of head trauma.

Zoo workers discovered the baby gorilla was dead Friday morning, as she was being carried around by her mother.

The zoo says workers allowed the mother, 16-year-old Bana, to keep the baby for several hours "to make peace with what happened." She was a first-time mother.

The cause of death was determined later in the day during a necropsy, the animal version of an autopsy.

The baby's father was a 22-year-old silverback gorilla named Kwan.

The baby was the first Western lowland gorilla born at the zoo since 2005. She had not been named.

In a statement, the zoo says the baby appeared to be fully developed.
